Days after a Justice Department report revealed that “unimaginable” mistakes hampered the police response to the shooting, prosecutors are scheduled to start presenting evidence to a panel.
The Uvalde, Texas, district attorney has been indicating for months that she plans to form a grand jury to review the evidence from the Robb Elementary School shooting in 2022.
State criminal charges regarding the inadequate police response to the shooting may follow.

In December, Christina Mitchell, the district attorney, stated via email that she would “dissect the Texas Rangers’ investigation” into the shooting “and then present same to a Uvalde County grand jury for review.”

The Justice Department had earlier that day released a 600-page report detailing numerous and “unimaginable” shortcomings that caused a delay in the victims’ post-mass shooting response and medical care.
The families of the victims and survivors of the shooting had long expressed their expectation that Ms. Mitchell’s investigation would reveal more information about the near-total breakdown in policing protocols by roughly 370 police officers, which may have worsened the outcome of a shooting that left 19 children and two adults dead teachers are deceased.

The teen gunman was holed up in two connected classrooms while some students from one of the classrooms dialed 911 for assistance.
The grand jury may be asked to decide whether any of the officers violated any laws by delaying their confrontation with the gunman for seventy-seven minutes.
Criminal charges against police officers who failed to protect the public are still uncommon, despite the fact that police officers have occasionally been charged and found guilty for their actions during fatal encounters.
According to policing experts, even if someone is trained to put themselves in danger, that does not mean that they have to do so by law.

On Friday, Ms. Mitchell did not reply to a request for comment.
Twelve jurors had been chosen as of Friday to serve on the grand jury, the person with knowledge of the case said; they were scheduled to start taking evidence in the upcoming days.
The Uvalde school district police force conducted active shooter training two months prior to the massacre, during which time officers were instructed to confront a gunman right away in order to prevent further deaths.
The guidelines stated that “a first responder who is unwilling to put the lives of the innocent above their own safety should consider another career field.”

At first, some of the responding police officers approached the door that led into they were shot at, but it was in one of the classrooms where the gunman had started shooting.
They were then seen on camera waiting outside in the corridor. An active shooter scenario would have required a more forceful response, but the local school police chief had categorized the event as a barricaded subject.
The gunman was eventually confronted by federal border agents, who then killed him.

U.S. Attorney General Merrick Garland stated that “lives would have been saved, and people would have survived” if police had moved more quickly to confront the gunman during a media briefing on Thursday in Uvalde.
According to Mr. Garland, responding officers are required by protocol “to enter the room immediately to stop the shooter with whatever weapons and tools the officers possess them.
Since the shooting day, there have been different people assigned blame for the postponed police standoff with the gunman. Pete Arredondo, the local school police chief, was singled out by state police chief Steven McCraw shortly after the tragedy.

Subsequently, it emerged that state police officers were among those who refrained from taking the gunman on. The Justice Department’s report primarily examined Mr. Arredondo’s decisions, concluding that they caused a delay in the response.
Mr. Arredondo has stated that he acted to save as many lives as he could, including those of students in surrounding classrooms who might have been hurt by any crossfire.
He claims he has become a “sacrificial lamb” in the situation.
