A bill to expand the child tax credit and restore important business tax breaks is passed by the House.

A $79 billion tax cut package that would increase three business tax breaks and improve the child tax credit for millions of lower-income families was passed by the House on Wednesday, marking an unprecedented achievement. This gives lawmakers from both parties much-needed policy victories.

The Senate still needs to consider the measure, so there are no guarantees that it will become law. However, the tax legislation could be a rare breakthrough for the House, which has had difficulty passing important bills.

Voters approved the bill 357–70.

Speaker Mike Johnson, a Republican from Louisiana, endorsed the bill early on Wednesday.

He had met with Republican lawmakers earlier in the day, who expressed concerns about specific aspects of the bill, such as the increased child tax credit.

The fact that it ignored the $10,000 cap on the total amount of property taxes and state or local taxes that taxpayers can write off on their federal returns infuriated some people as well.

The Republican members of the New York congressional delegation, whose victories in 2022 contributed to the GOP gaining the majority, have raised the cap as their top priority.

Johnson promised to move a bill to address the cap, but the bill has not yet been drafted and the legislation must pass the House Rules Committee, so the timing is very much up in the air in motion.

Johnson’s spokeswoman, Athina Lawson, stated that the speaker and House Ways and Means Committee chairman, Rep. Jason Smith, R-Mo., had decided to collaborate with lawmakers in order to “find a path forward.”

The House floor tax cut bill, according to Johnson, is a significant piece of bipartisan legislation that would bring back “conservative pro-growth tax reform.”

\Additionally, he claimed that it would put an early stop to the fraudulent COVID-era program, which he called “wasteful.”

The cost of the tax cuts in the legislation is anticipated to be substantially offset by extending the deadline for claiming the employee retention tax credit.

Johnson also underlined how crucial it is that the bill pass the House Ways and Means Committee before being brought up for a vote by the entire House claiming that it was an excellent illustration of how Congress should operate.

Republicans in the House were keen to reinstate the complete and instant deductions that companies can claim for expenses related to domestic research and development as well as the acquisition of new machinery and equipment.

They contend that these kinds of investments boost economic growth and encourage American businesses to maintain their operations and manufacturing plants here in the country.

Additionally, the bill gives businesses greater freedom in deciding how much can be deducted from borrowing.

As the House floor debate got underway, Smith stated, “Each of these policies will help American businesses grow, create jobs, and sharpen their competitive advantage against China.”

Democrats prioritized increasing the credit for child taxes.

Each child receives a $2,000 tax credit, but not all of that is returnable.

The bill would gradually increase the credit amount that can be refunded, making it $1,800 for tax returns filed in 2023, $1,900 for the next year, and $2,000 for tax returns filed in 2025.

Additionally, the bill modifies the topline credit amount so that it grows indefinitely at the rate of inflation.

Based on estimates from the nonpartisan Tax Policy Center, households that would benefit from changes to the child tax credit would see an average tax cut of $680 in the first year.

During President Joe Biden’s first year in office in 2021, Democrats pushed to reinstate the larger tax credit that they had passed, with monthly payments.

The annual credit was $3,600 for children under six and $3,000 for older children.

For young people (ages 6 to 17). However, the majority of lawmakers were content to accept the advantages that the compromise bill offered.

Rep. Danny Davis, D-Ill., remarked, “You know I’ve been told that a half a loaf is better than none.” “I’m going to vote for this even though it’s not even half a loaf because our families and businesses need help.”

The task at hand is relatively straightforward, as stated by Massachusetts Democrat Richard Neal. The enhancement of the child tax credit will benefit sixteen million children. It is a fact.

But it wasn’t sufficient for certain Democrats.

Rep. Rosa DeLauro, a Democrat from Connecticut, stated, “This bill provides billions of dollars in tax relief for the wealthy, pennies for the poor.” “Big businesses are wealthier than ever.

There’s not even a split.

And too much for some Republicans. The principal opponents of the increased child tax credit compared it to “welfare.”

“What is a tax credit that is refundable? Under a different name, it’s welfare. Rep. Thomas Massie, a Republican from Kentucky, stated, “We’re going to give cash payments, checks, to people who don’t even pay taxes.”

Rep. Drew Ferguson, a Republican from Georgia, took offense at that portrayal, stating, “On this side of the aisle, we all believe that you should work in order to receive federal benefits.”

That’s what this bill accomplishes.

Even though some of the House’s most liberal and conservative members voiced concerns about the tax bill, a sizable majority of members from both parties supported it.

Advocates are expecting the A resounding demonstration of support will prompt Senate action.

The bill maintains the $2,500 income requirement for households to qualify for refundable child tax credit payments.

A tax credit for the development or renovation of rental housing geared toward lower-income households would also be strengthened by the bill, adding an estimated 200,000 new housing units nationwide.

Lawmakers from states with severe housing shortages and skyrocketing prices made that a top priority.

Furthermore, it would guarantee that the recipients of payments made to them as compensation for their losses in the East Palestine, Ohio train derailment and other natural disasters would not be faced with a sizable tax bill.
