To date, no annual appropriations bill that funds the government has passed both the Democratic-led Senate and the Republican-controlled House. Congress could only rely on temporary funding extensions to keep the government running.

There are now two deadlines that must be fulfilled to avoid a shutdown.
Through January 19th, the following things require funding: programs for veterans, transit, departments of housing, agriculture, and energy. The funding for up to eight additional appropriations bills, including defense, will end on February 2.
Sen. Susan Collins of Maine, the top Republican on the Senate Appropriations Committee, said in a statement regarding the agreement, “We must avoid a shutdown, but Congress now faces the challenge of having only 12 days to negotiate and write language, secure passage by both chambers, and get the first four appropriations bills signed into law.”

The agreement, according to Republican House Speaker Mike Johnson of Louisiana, “will not satisfy everyone” because it “cuts as much spending as many of us would like.
” Nevertheless, he went on, calling it the “most favorable budget agreement Republicans have achieved in over a decade.”
According to Schumer and Jeffries, they have “made make it plain to Speaker Mike Johnson that Democrats will not back any of the twelve appropriations bills that are currently being considered in Congress if they include changes to the poison pill policy.”

Johnson and Schumer have recently expressed optimism that they will soon reach an agreement. Regarding a potential shutdown, Johnson stated last week, “We have been working in earnest and in good faith with the Senate and the White House virtually every day through the holiday trying to come to an agreement.”
Schumer expressed optimism last week that a deal would be reached soon. Regarding the budget talks, “we’ve made real good progress,” he stated.
“I’m hoping that we can quickly come to an agreement on a budget. And with the progress we’ve made, I hope we can avoid a shutdown.”
