Schumer hopeful that after Biden’s meeting, leaders will agree on border and Ukraine funding

Following their meeting with President Joe Biden on Wednesday at the White House, top congressional leaders expressed optimism that a deal on an additional aid package for national security could be reached.

The meeting was described as “productive” by both House Speaker Mike Johnson and Senate Majority Leader Chuck Schumer.

After the hour and twenty-three-minute meeting, Schumer told reporters he was “more optimistic than ever before that we come to an agreement.”

Regarding the necessity of supporting Ukraine, he cited “Democratic and Republican agreement,” pointing out what he called “an understanding that if we don’t come to Ukraine’s aid, that the consequences for America around the globe would be absolutely devastating.

Nevertheless, some in the room demanded legislation to address the situation at the border before committing to further aid for Ukraine, the New York Democrat admitted.

“Someone in the room suggested tackling the border first; we stated that the Senate needed to address both issues concurrently,” Schumer remarked. “The president has repeatedly stated that he is willing to advance on the border.”

Although Johnson acknowledged that the meeting was fruitful, he insisted that the border must “be the top priority.”

“I believe the leaders of the House and Senate had a fruitful meeting, and the president was very honest. I conveyed to the president what I have been saying for several months: is that significant policy changes at the border are necessary, the Louisiana Republican informed reporters.

Requests for questions from reporters gathered outside the White House West Wing were declined by Johnson and Schumer.

Johnson warned that “the devil is in the details” when he refused to commit to bringing a Senate-passed immigration bill to the House floor later on Wednesday. Johnson was speaking with CNN’s Kaitlan Collins.

“I’m not sure what they’re going to suggest yet. In reference to the partisan House-passed border bill known as HR 2, Johnson stated, “There have been a lot of rumors about it, but I’m very hopeful that they will give us something meaningful that is very close to what we’ve sent over from the House.”

Johnson pointed to Biden and the other legislators in attendance that in the end, it wouldn’t have to contain the strict border security package from the House Republicans in its entirety or in its exact form.

According to one person with knowledge of the meeting, he conveyed the message that “it’s not HR 2 or bust.”

Following the meeting, Johnson told reporters at the White House, “We’re not insistent upon a particular name of a piece of legislation, but we are insistent that the elements have to be meaningful.”

In arguing for more aid for Ukraine, Biden stressed “the strategic consequences of inaction,” according to a readout from the White House.

The White House stated, “He was clear: Congress’s continued failure to act endangers the national security of the United States, the NATO Alliance, and the rest of the free world ” stated House.

According to earlier reports from White House sources, Biden’s warning would outline the possible military setbacks that Ukraine might experience in its ongoing conflict with Russia if it doesn’t receive more assistance from the US.

According to one of the sources, he also intended to discuss the effects of US assistance on Ukraine’s conflict with Russia over the previous two years and to warn of the “cost of inaction” while Russia carries on its counteroffensive and airstrikes.

The president reportedly said, “We must act now,” in response to the border crisis as well, according to the White House.

According to the readout, “he reaffirmed his commitment to achieving a bipartisan consensus on border policy and the necessity for additional resources at the border.”

The White House has observed positive developments on border negotiations in recent days, according to a source, and intended to utilize the gathering to put pressure on lawmakers to act swiftly after a deal is reached on the immigration component of the supplemental package.

According to two White House officials, national security adviser Jake Sullivan and director of national intelligence Avril Haines provided lawmakers with concrete examples of the potential consequences of withholding further US funding for Ukraine.

One of the officials confirmed that there were classified parts of the meeting that dealt with Ukraine.

Biden’s national security team was expected to share classified information about the war, according to statements made earlier in the day by National Security Council spokesperson John Kirby and White House press secretary Karine Jean-Pierre.

The White House has declared time and time again that the government has used all of its presidential drawdown authority funding, emphasizing the need for fresh funding to support Ukraine’s defense going forward.

Kirby informed reporters on Tuesday that “our last security assistance package was authorized on the 27th of December.”

“That was the last one for which we had replenishment authority; we meant it when we said that at the time.”

Senate Minority Leader Mitch McConnell attacked Biden hours prior to the White House meeting for failing to label the surge of migrants at the southern border as a crisis.

“President Biden once again declined to characterize the circumstances at the southern border as a crisis over the weekend.

10,000 border crossings in a day and the busiest month and year at the border on record, it seems that the commander-in-chief is somehow not a crisis,” he uttered.

However, McConnell declared that “making headway for the most significant border enhancements in almost 30 years” was what the bipartisan Senate border security negotiators had accomplished.

The extraordinary humanitarian and national security crisis that is developing under President Biden’s administration is getting closer to having significant, long-lasting solutions delivered.

McConnell’s remarks on the Senate floor did not specifically address the White House meeting.

Prior to the meeting, Schumer acknowledged that reaching a consensus on the supplemental was “very complex,” but he also stated that all parties involved are aware that “we must do something on Ukraine.”

The historical record is focused on this room.
