However, for months, police were unable to actually find Diaz.
His family members were long estranged from him and unsure of his whereabouts throughout the mainland United States and Puerto Rico. Some thought he might be deceased.
Then, during the weekend, authorities detained a man going by the same name in connection with the assaults in Pennypack Park in November, where they claimed the attacker slashed his victims while they were riding bikes with a large knife.
Through DNA testing and the details of their ongoing investigation, investigators soon discovered that the man in custody was the same man who had eluded them and fascinated Philadelphia for decades.

John Stanford Jr., the interim police commissioner, told reporters on Tuesday that “it haunted people in this community, it haunted people in this department.”

A 29-year-old woman was walking in Pennypacker Park four years later when a man allegedly grabbed her from pulled her from behind into the bushes, sexually assaulted and stole from her.
For decades, the case has baffled investigators and instilled fear in the hearts of many in the city. Based on the victims’ DNA and the attack details, police concluded that a single man was responsible for the attacks.
For almost twenty years, the only description available to the police about his appearance was that of a black-haired, approximately five-foot-eight Hispanic man with bushy eyebrows and a widow’s peak.
According to some victims, he rode a purple bicycle away from two scenes and had an earring in his left ear.
Afterwards, in 2021, authorities used DNA analysis to produce a number of composite drawings of his likely appearance, which they then made public the public in the hopes of igniting fresh curiosity about the unsolved case.
A genealogy lab received the DNA from the investigators, providing further information about his family history.
According to Deputy Police Commissioner Frank Vanore, detectives searched through over 1,000 family members in the US mainland and Puerto Rico working with the FBI. They were directed to Elias Diaz in April, and he turned out to be their primary target.
Vanore stated that although Diaz had no obvious family ties to Philadelphia, he had been arrested in December 2007 for drug possession. According to Vanore, family members have been estranged from him for years.
Some have heard that he was homeless and frequently visited the Kensington area, while another has heard that he overdosed.
“We had no idea if he was still alive,” Vanore remarked.
However, more recent events demonstrate that he was — most recently, residing in the park’s underbrush where, only a month ago, he is charged with machete attacks on two individuals.
Initially, on November 22, according to Stanford, Diaz came up behind a man who was riding a bike on the Pennypack Park Trail at around 8:15 a.m. and slashed him on the arms and hands with a knife.
Two days later, at approximately nine in the morning, according to Stanford, a man and a woman were strolling along the trail when Diaz allegedly rode up to them on a bike and slashed the man’s arm and hands with the knife.

Next, on December 6th, a lady called to report that on November 25, a man on a bicycle had yelled at and attempted to attack her, but she had managed to get away unharmed.
Nevertheless, authorities continued to release details about the assaults, which they thought were carried out by the same person.
Additionally, according to Stanford, police were called on December 17 regarding a man riding a bike in a park with a machete attached.
After locating Diaz on the bike and making an arrest for attempted murder and assault, an 8th District officer came to the scene.

According to Stanford, Diaz resisted giving an identity or talking to investigators. Detectives knew this was the man they had been looking for all along when they processed his fingerprints and discovered his name.

In 2003, Sung Park, her father, stated, “I’m studying meditation.” “I believe she is waiting for us somewhere.”
Last year was Sung Park’s last. It was impossible to contact his son or wife on Tuesday.
