Approximately 145 miles (235 kilometers) southeast of Lexington, Whitesburg is a small, tightly-knit Appalachian hamlet with 1,700 residents that serves as the county seat of government.
The tragic shooting there shocked the entire community.
Chief county prosecutor Matt Butler characterized the expressions of support as he cited social and familial ties to Mullins as justification for recusing himself and his staff from the shooting investigation.
Here, we’re all acquainted with one another.
Butler said in a statement from his office, “Anyone from Letcher County would tell you that Judge Mullins and I married sisters and that we have children who are first cousins but act like siblings.”
“I have already taken steps to recuse myself and my entire office, among other reasons.”
In the criminal case, Kentucky Attorney General Russell Coleman said that his office will work with a local commonwealth’s attorney as special prosecutors.
Coleman declared on social media, “We will thoroughly investigate and pursue justice.”

Sties, 43, faces a single first-degree murder accusation.
According to authorities, the investigation is still ongoing.

On Thursday, the Kentucky State Police forwarded questions regarding Sties’ legal counsel to a representative who did not immediately reply via email.
Governor Andy Basheer responded to the shooting by writing on social media, saying, “I pray there is a path to a better tomorrow.
There is far too much violence in this world.”
Mullins was a district manager.
judge in Letcher County since being elected the next year after being nominated by the outgoing governor, Steve Beshear, in 2009.

In addition, he contributed to the creation of the Addiction Recovery Care program, which provides peer support services in the courtroom.
In Kentucky, the initiative has been implemented in at least 50 counties.
