On Thursday, President Joe Biden expressed his desire for the Israeli military to prioritize protecting civilians while waging war against Hamas and dealing with increasing pressure over its military actions in Gaza.

A question about the president’s desire for the Israeli government to reduce its strikes against Hamas during its conflict in Gaza was posed to him after he gave a speech at the National Institutes of Health on prescription drug prices.

“I want them to concentrate on finding ways to save lives of civilians. Not to give up on Hamas, but to proceed with greater caution,” Biden replied.

For the next two days, senior Israeli officials will be meeting with Biden’s national security adviser.

As the Israelis are urged by the White House to increase their precision in their operations against Hamas in Gaza.

Jake Sullivan said on Thursday night to Israeli broadcaster Channel 12 News that he discussed moving from a high-intensity phase to a more targeted approach there in a “intense, detailed” conversation with the Israeli prime minister and war cabinet.

Sullivan’s visit coincides with a public rift between Israeli Prime Minister Benjamin Netanyahu and US President Joe Biden regarding the growing number of civilian casualties in Gaza and their divergent views on what the post-conflict future for the Palestinian people should entail.

Sullivan will also talk about the initiatives being taken to free the eight American hostages who are still in the hands of Hamas.

Netanyahu and Sullivan had a meeting on Thursday, and they will next through Friday with additional senior Israeli officials, such as President Isaac Herzog.

The Israeli attack on Hamas may soon shift to “lower intensity operations,” according to Sullivan, according to National Security Council spokesman John Kirby on Thursday.

According to Kirby, Sullivan brought up “tough questions” regarding the Israeli offensive, such as the need to target targets with greater accuracy and surgical precision. The necessity of entering a new phase of the conflict, which has claimed thousands of civilian lives in Gaza, was also brought up by Sullivan.

Kirby stated, “He did discuss the possibility of switching at some point in the near future from what we would call high intensity operations—which is what we’re seeing them do now—to lower intensity operations.

Later on Thursday, Sullivan said of the discussion: “I’ll just say we had a really fruitful discussion regarding these stages and how to conceptualize the transition from a high-intensity to a different stage of the conflict.

He declined to elaborate on a potential timeline.

A senior US official claims that the Biden administration has informed Israel that it hopes for Israel to move into a phase of its war against Hamas with reduced intensity in the coming weeks, possibly by year’s end.

The US is hoping a new phase would reduce the number of civilian deaths that have increased in Gaza and sparked protests around the world.

Last week, CNN revealed that US officials anticipate that Israel’s current round of its ground invasion of Gaza, which is aimed at the southern end of the strip, will continue for a few weeks before it shifts, potentially by January, to a hyper-localized, lower-intensity strategy that focuses on particular Hamas leaders and militants.

According to the official, the US anticipates that Israel will switch to a lower intensity strategy centered on intelligence-based raids against Hamas, though the exact timing of that change will depend on the situation there.

According to the official, the discussions are essentially a “back and forth” dialogue between the US and Israel.

The official stated, “Jake had a very good discussion about the kind of conditions that obviously we all hope to be set up, and the Israelis have briefed us on its thinking of potential timeframes.”

According to US officials, they are aware that Israel will persist in pursuing the leadership of Hamas and that it is imperative that they remove the organization’s leadership. However, they have

persistently pressured Israel to take action to safeguard civilians while it pursues the organization behind the terror attacks on October 7.

“The conditions that will be established are more important than timetables in this case. Furthermore, the Israelis have provided us with extensive information regarding the timing of their entire campaign, the senior administration official stated, stressing that discussing timelines would be “irresponsible for anyone dealing with these issues.”

However, Netanyahu stated that he would be content with nothing less than an outright victory over Hamas in a statement issued following his meeting with Sullivan.

“Our valiant warriors have not died in vain,” declared the prime minister of Israel. “Despite the intense anguish of their fall, we are more committed than ever to go on.” fighting to the point of complete victory, or until Hamas is destroyed.

Israel’s Minister of Defense, Yoav Gallant, informed Sullivan during a meeting on Thursday that the conflict in Gaza would rage for “more than several months.”

According to a transcript of the meeting made public by the Israeli Ministry of Defense on Thursday, Gallant declared, “We will win and we will destroy them (Hamas). It will require a period of time – it will last more than several months.”

Adding, “the United States and Israel share common interests, common values, and in this war, we also share common goals,” Gallant thanked Sullivan for the US backing of Israel’s campaign in Gaza.

A readout from Netanyahu’s office states that Sullivan and the prime minister also “underlined their determination to secure the release of every hostage who is still held in Gaza.”

A Netanyahu spokesperson stated on X that “the two sides discussed the continuation of the war until victory and the achieving of the common goals, first and foremost the elimination of Hamas, the release of the hostages, dismantling Hamas’s military capabilities and the end of its rule in Gaza.”

The official said that the US had successfully advised Israel to change some of its plans in the early stages of the conflict, in response to inquiries about the extent of the administration’s influence over Israeli war plans.

The official cited Biden’s visit to Israel as a turning point and stated, “We found the Israelis’ ideas for the military campaign very early.”

When the ground campaign’s plans were “modified” in response to suggestions and advice from the United States.

Among the more than 100 hostages that Hamas has been holding since the organization’s attack on Israel on October 7 are eight Americans. In the attack, over 1,200 Israelis and foreigners lost their lives.

The Israeli response that followed resulted in more than 18,000 Palestinian deaths and more than 50,000 injuries, according to the Health Ministry, which is under the control of Hamas.

On Wednesday, Biden had a meeting at the White House with the relatives of the eight American hostages.

According to a person with knowledge of the situation, Sullivan visited Saudi Arabia before coming to Israel in order to meet with Mohammed bin Salman, the crown prince of that nation.
