For the first time in more than a year, senior military officials from China and the US speak.
The tense silence between senior US and Chinese military officials that had greatly alarmed the Pentagon came to an end on Thursday when the top US and Chinese generals spoke for the first time in more than a year.
Joint Staff spokesperson Capt. Jereal Dorsey said that on Thursday, Chairman of the Joint Chiefs of Staff Gen. CQ Brown, Jr. held a video conference call with his counterpart in China.

For the first time since Brown took over as chairman, Brown had a conversation with Gen. Liu Zhenli, the Chief of Staff Department of the People’s Liberation Army of China.
“Gen. Brown talked about the value of collaboration in managing competition responsibly, avoiding errors, and keep lines of communication open and direct,” stated Dorsey.
“Gen. Brown emphasized the need for the People’s Liberation Army to have meaningful conversations in order to lessen the possibility of miscommunications.”

Liu informed Brown during the meeting that the US “must have a correct understanding of China” as the “key to developing a healthy, stable, and sustainable military-to-military relationship.”
According to a readout issued by China’s Ministry of National Defense on Thursday, Liu stated that “the premise is that the United States should respect China’s core interests and major concerns, and focus on promoting pragmatic cooperation and enhancing mutual understanding.”
The visit by then-House Speaker Nancy Pelosi to Taiwan in August 2022 prompted China to respond, and the leaders of the two armed forces had not spoken to each other for over a year to the island’s military exercises.

Since then, there have been a number of high-profile incidents, such as the Chinese spy balloon that crossed the continental US and the rise in “coercive and risky” behavior by Chinese pilots against.

Congress was informed by US Indo-Pacific Command Commander Adm. John Aquilino revealed in April that during his entire tenure, his repeated request to speak with his Chinese counterparts has gone unanswered.

At the time, Aquilino stated, “[T]he theme here is we continue to try to engage with our partner, but there’s a different opinion there.”
Liu stressed during the meeting that Taiwan, the democratic island claimed by China’s ruling Communist Party but never under its control, is an area in which China “does not tolerate any external interference.”
Liu, a participant in the party’s Central Military Commission, the military’s highest command and decision-making body, declared, “The Chinese military will resolutely defend national sovereignty and territorial integrity.”

He also brought up the South China Sea, where hostilities have increased recently as Beijing makes the case for itself over the waters in dispute.
An international tribunal’s 2016 decision rejected its claims to the majority of the strategically significant waters.
According to China’s readout, Liu stated that “the United States should respect China’s territorial sovereignty and maritime rights and interests in the South China Sea, be cautious in its words and deeds, and take practical actions to safeguard regional peace and stability and the overall interests of China-US relations.”
