In addition to facing criticism from irate lawmakers over his signature immigration policy, British Prime Minister Rishi Sunak had to face difficult questions on Monday regarding his decision-making during the COVID-19 pandemic.

With his current authority and previous performance on the line, these two pressures combine to make this one of the hardest weeks of Sunak’s 13 months in office.

The house of commons will vote on legislation on Tuesday that aims to salvage Sunak’s blocked plan to send asylum seekers to Rwanda.

While different factions of Conservative MPs convened in Parliament to poke holes in the bill, Sunak was being grilled for six hours at the UK’s pandemic inquiry, during which he refuted any risk he took with public health.

When the pandemic struck, Sunak was Prime Minister Boris Johnson’s chief of staff for Treasury. He supported a discount program that allowed people to return to restaurants in August 2020 following months of lockdown.

The judge-led investigation has heard testimony from the government’s scientific advisors that they were not notified beforehand about the “Eat Out to Help Out” program, which researchers have connected to an increase in infections.

In a message to colleagues at the time, a senior government science adviser called Sunak “Dr. Death.”

When it came to fighting the pandemic, which authorities claim claimed more than 230,000 lives in the United Kingdom, Sunak refuted the notion that there had been “a clash between public health and economics.”

He stated that his responsibility was to “assure The prime minister was in possession of the best guidance, data, and analysis available regarding the potential economic effects of various policies.

He emphasized that Johnson was “the ultimate and sole decision-maker” in his capacity as prime minister at the time.

Johnson denied claims made during the investigation last week that he had desired for the virus to “rip” across society.

In late June 2020, Sunak claimed not to have seen a warning from government scientific advisers about the dangers of opening up society.

He justified his choice to move forward with the “Eat Out to Help Out” plan without consulting scientists, claiming that the government “had already made the collective decision to reopen indoor hospitality.

He claimed that the policy had saved the jobs of low-wage employees in bars and restaurants.

Sunak commenced his testimony by expressing regret to all those who said that it was critical to “learn the lessons so that we can be better prepared in the future” after suffering during the pandemic.

However, his old WhatsApp messages were not included in his proof. Since then, Sunak claimed, they have changed phones multiple times and become lost.

Johnson claims that messages from a number of significant months in 2020 are on an outdated phone for which he has forgotten the password and that tech experts have not been able to recover them. Johnson has also been unable to produce these messages.

According to Naomi Fulop of COVID-19 Bereaved Families for Justice, Sunak was a “public health hazard” based on the evidence presented.

Sunak repeatedly asserted today that he was unable to “recall” significant events from his tenure as chancellor. The public does,” stated Fulop.

As part of his commitment to prevent undocumented migrants from attempting to sail small boats from France to England, Sunak is fighting to preserve the Rwanda plan in the interim. This year, over 29,000 people have done so, compared to 46,000 for the entire year 2022.

The government has already paid Rwanda 240 million pounds ($300 million) as a result of the plan; in 2022, Rwanda committed to processing and resettling hundreds of British asylum seekers annually.

However, no one has been sent there as of yet, and the U.K. Supreme Court declared the plan unconstitutional last month, citing Rwanda’s unsuitability as a safe haven for refugees.

As a result, Rwanda and the United Kingdom inked a treaty promising to improve migrant protections.

Sunak’s In spite of the Supreme Court’s decision, the government claims that the treaty permits it to enact legislation designating Rwanda as a safe travel destination.

If ratified by Parliament, the law would give the government the authority to “disapply” certain provisions of British human rights legislation in relation to asylum claims involving Rwanda.

The bill is opposed by authoritarian Conservative lawmakers who believe it is too lenient because it gives migrants legal avenues to contest deportation, including the European Court of Human Rights, as well as centrist Conservative lawmakers who fear it will sideline the courts.

The legislation “provides a partial and incomplete solution,” according to the hard-liner European Research Group of Conservative lawmakers, and it requires significant revisions.

Mark Francois, a group member, pushed Sunak to revise the bill prior to a vote, but he remained silent on whether he would vote against it in the event that this didn’t happen.

Weeks of squabbling and more votes in Parliament are in store if the bill passes the vote on Tuesday. A loss would demolish the Rwandan strategy and jeopardize Sunak’s authority.

Before an election that must take place in the following year, Sunak thinks the Conservatives will be able to narrow a significant opinion-poll deficit with the opposition Labor Party if he follows through on his pledge to “stop the boats.”

However, some Tory MPs believe he will fail and are considering a leadership change. If 53 MPs, or 15% of the total number of Conservatives, call for a no-confidence vote, Sunak will be subject to one under party rules.

Some contend that removing yet another prime minister without holding a national election would be disastrous. After the party dismissed both Johnson and his successor, Liz Truss, in the 2019 election, Sunak became the third prime minister to lead the Conservatives.

Leading moderate Conservative lawmaker Damian Green declared that anyone who wished to remove the current party leader is “either mad, or malicious, or both.”
